A possible reason the link is broken is because the file name "miss pickles press festive tags.pdf" has blank spaces between the words. Try renaming it "miss_pickles_press_festive_tags.pdf" and then fix the hyperlink from the web page to go to that file. Publish the renamed PDF and then republish the web page. Would love to have the tags; the art is very nice!
